Ask A Divorce Lawyer: Should I pay the questionable college bill or wait for the itemized bill?

Question: 

My ex-wife and I are responsible for one-half of our daughter's college tuition and books, which I am willing to pay. My ex-wife gave me a bill in which she blacked out the amount due and scholarship information. She then wrote in amounts in these columns and requested I pay it.

Common sense tells me the bill is less than what they claim, but neither will provide me with an explanation or an unaltered bill. She is threatening me with being in contempt of court if I don't pay. Should I pay it, or hold my ground until I receive an itemized bill? There is a late fee if it's not paid within 30 days which I am sure she's going to request I pay.

Question: 

In my divorce arrangement 13 years ago, I agreed to pay for 100% of the cost of my daughter’s college education. Times have changed and money is tight now. I don’t know if it’s possible for me to live up to that obligation. I’m concerned it will put me in financial ruins.

What can I do? I agreed to that 13 years ago but my situation has changed. Will the courts expect me to uphold that agreement even when it was that long ago? I can’t predict the future.

Question:

My ex-wife and I have joint custody of our son. She has him one more day a week than I do. In our divorce decree it states that we shall make all decisions for our son together if we cannot reach an agreement then a mediator will step in and make it for us. In the divorce decree it states that she is primary custodian, please explain to me what this exactly means, she thinks it means that if we cant agree on something together that she ultimately gets to make the final decision for our son.
