Can lottery winnings be considered income when calculating child support?

Where I practice, lottery winnings would be considered income when calculating child support.
The way the lump sum winning would be calculated over time for purposes of computing monthly income is within the court’s discretion but the income counts for support purposes.
My state's child support laws include monthly gross income as, "other entitlements to money or lump sum awards, without regard to source, including lottery winnings, income tax refunds, insurance compensation or settlements; awards and verdicts; and any form of payment due to and collectible by an individual regardless of source."
